Integrated Resource Plan (IRP) Explorer

Tracks 300+ utility integrated resource plans and comparable long-term plans from 200 utilities across 46 states.

Intro to Halcyon's IRP Explorer

Halcyon's IRP Explorer is a Grid that compiles information on Integrated Resource Plans (IRPs) and comparable long-term resource plans filed by U.S. electric and natural gas utilities since 2020. Every Halcyon-built column has a purple checkmark to indicate it has been QA'd and verified by Halcyon subject-matter experts. The original source is cited and linked at the cell level; the Data Subscription is continuously updated.

The dataset covers hundreds of plans from utilities across the U.S., spanning investor-owned utilities, community choice aggregators, municipals, cooperatives, political subdivisions, retail power marketers, and federal and state entities, and includes utility long-term plans that go by other names depending on the state, such as Ten-Year Site Plans and Multi-Year Grid Plans. Every plan is identified in Halcyon's catalog of state commission filings, and every data point is reviewed by Halcyon analysts.

Whatโ€™s in the IRP Explorer?

Each plan entry includes the utility name, the state or states the plan covers, the start and end year of the planning horizon, the utility's EIA identifier, and its EIA ownership type (Investor Owned, Community Choice Aggregator, Municipal, Cooperative, Political Subdivision, Retail Power Marketer, Federal, or State). The EIA fields make the Explorer easy to join to EIA-861, EIA-860, and other third-party datasets for further research.

Each entry also captures how the plan addresses data centers and other large loads. A true/false column flags whether the plan discusses data center or large load growth (as of this writing, 112 of the 316 plans do), and a description column summarizes the plan's treatment of large loads, including how they affect load forecasts, scenario planning, and cost allocation. Because the Explorer captures each utility's plans over time, it also shows how quickly large loads have moved to the center of utility planning from one filing cycle to the next.

Ask the IRP Explorer Your Own Questions

The eight curated columns are a starting point. Like any Grid, the IRP Explorer organizes plans as rows and questions as columns, so you can add your own columns to ask questions across every plan in the dataset, with each answer tied back to the underlying filing. For example you could query for forecast peak demand and growth rate at the end of the planning horizon, how the utility assesses the capacity value of solar, wind, and storage, which scenarios the plan models, planned coal and gas retirements and their timing, and the megawatts of new gas, solar, wind, or storage in the preferred portfolio. See the Column Creation Guide for help choosing the right response format for each question.

Halcyon adds new plans to the IRP Explorer as utilities file them. To access the dataset or learn more, contact dataproducts@halcyon.io.

Columns in the IRP Explorer

The IRP Explorer ships with the following Halcyon-built columns. Every Halcyon-built column has a purple checkmark to indicate it has been QA'd and verified by Halcyon subject-matter experts. The first column is the name of the plan; the remaining eight are the curated data columns.

You can add your own columns alongside these at any time. Custom columns you add will not have the purple checkmark because custom columns are not reviewed by Halcyon subject-matter experts.

You can export your Grid at any time. That export will be a snapshot. If the Grid has live rows or a set update frequency, it will stay current.
